Thanks to CDBG-CV grant funding from the City of Lewiston, New Beginnings is seeking bids for a new vehicle to purchase for our Transitional Living Program in order to provide safe transportation for youth clients while maintaining social distancing when warranted by COVID-19 response protocols. Purchase must comply with City of Lewiston and Housing and Urban Development/Community Development Block Grant (HUD CDBG) procurement requirements.

The agency is seeking bids/quotes for one (1) 8-passenger minivan with AWD.

SPECIFICATIONS: The following shall be minimum requirements and bid shall be of the manufacturer’s latest model and design and comply with applicable federal and Maine laws. All items appearing in the bidder’s regular published specifications are assumed to be included in the bidder’s proposal.

MODEL: Latest. Acceptable models believed to be Chrysler Pacifica 4Dr Wagon Touring AWD or approved equal.

YEAR: New, 2022 or 2023

CAPACITY: 8 passenger

BID SUBMISSION: Please submit bids to Executive Director Chris Bicknell, 134 College Street, Lewiston, ME 04240 (or via FAX 207-795-4080 or email chris@newbeginmaine.org). Bids will be accepted through 9 AM on Wednesday, October 26, 2022. Sealed bids should be mailed attn: VAN RFB and fax or email bids should indicate “VAN RFB” in the subject line. All bids will be opened and reviewed publicly at 1 PM October 26, 2022 during the agency’s Leadership Team meeting. The Leadership team reserves the right to accept or reject any and all proposals and consult City of Lewiston staff as needed to confirm bid eligibility; may waive any minor discrepancy or technicality in the bid specifications; and may waive any formality and consider as informal any Proposal not prepared and submitted in accordance with these provisions.

Criteria for bid selection: Pricing in bid should be in accordance with New Beginnings’ tax-exempt organization status. In addition to vehicle price (and Bidder’s ability to offer discounts), selection criteria will include vehicle specifications compared to project need; deliverability/proximity of vehicle to Lewiston Maine; age/mileage/condition of vehicle; warranty/service plan; and availability/timeframe to receipt (purchase must be completed during grant year).
